The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Lieutenant Herbert J. Miller, United States Naval Reserve, for heroic conduct in extinguishing a raging fire aboard his ship off Cape May, New Jersey, 21 to 23 November 1943. Lieutenant Miller directed the fire fighting party almost continuously for more than 30 hours, repeatedly exposing himself to danger. With the larger blazes under control, he renewed his tireless work when explosions started new ones.
