The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant, Junior Grade Thomas H. Moore, United States Naval Reserve, for extraordinary achievement while participating in aerial flight. On 22 July his flight of fighters encountered a large force of Japanese planes. Lieutenant, Junior Grade, Moore destroyed one and assisted in the rout of the others. On another occasion, over Rendova Island, he shot down two Zeros.
