The President of the United States of America takes pride in presenting the Legion of Merit (Posthumously) to Commodore James A. Logan, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commandant of the Navy Operating Base at Londonderry, Northern Ireland, from 15 March to 4 September 1942. Commander Logan was responsible for the efficient operation of the base, and for maintenance of cordial relations with representatives of Great Britain and Northern Ireland.
