The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Lieutenant James W. Henderson, United States Navy, for heroic conduct during World War II. When gales and rough seas threatened to destroy seaplanes at his base, Lieutenant Henderson swam out to a plane, ingeniously effected temporary repairs, and flew it safely to another area.
