    The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Lieutenant, Junior Grade Charles W. Smith, United States Navy, for heroic conduct during World War II. As Commanding Officer of a small vessel on convoy duty, Lieutenant, Junior Grade, Smith rescued 84 survivors of a torpedoed ship in spite of poor visibility and rough sea. For five days he provided for them with the limited facilities of his small ship.
