    The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Aviation Ordnanceman Second Class Walter Key Biye (NSN: 6285440), United States Naval Reserve, for heroism and extraordinary achievement while participating in aerial flights against enemy forces as the turret gunner of a carrier-based Torpedo Bomber. Aviation Ordnanceman Second Class Biye participated in two torpedo attacks against the enemy during the Second Battle of the Philippine Sea, 24 to 26 October 1944, which severely crippled an enemy Battleship Task Force. He also participated in the destruction of two airborne enemy bombers. These actions, in which he was an integral part, successfully accomplished in the face of intense and accurate anti-aircraft barrages, removed a serious threat to our operations in the Philippine Theater of War. His outstanding courage and determined skill, and his utter disregard of his own personal safety were at all times in keeping with the highest traditions of the United States Naval Service.
