    The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Lowe H. Bibby (NSN: 0-33311), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from 25 November 1944 to 28 July 1945. As Deputy Chief Military Government Officer, Military Government Section, Headquarters, TENTH Army, and later as Deputy Chief Military Government Officer of Island Command, Okinawa, Ryukyu Retto, Captain Bibby was successful to an unusually high degree in formulating and implementing plans for the Military Government of Okinawa. Through his intelligent appraisal and clear perception of the functions and requirements of Military Government, he contributed greatly to the creation of an efficient organization consisting of sixty-one field units. His coordination of the separate responsibilities of the various commands charged with the procurement and shipping of personnel, supplies, and equipment resulted in the expeditious shipment of men and materials from the United States. His outstanding service in the overall planning, organization and supervision of Military Government activities insured their efficient utilization and contributed materially to the successful prosecution of the war against the Japanese Empire. His conduct and devotion to duty were at all times in keeping with the highest traditions of the United States Naval Service.
