The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Vice Admiral Adolphus Andrews (NSN: 0-664), United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Commander Eastern Sea Frontier during the period of intense enemy submarine activities. Vice Admiral Andrews displayed the highest qualities of leadership, judgment and planning, and initiated and put into effect the anti-submarine organization of this Sea Frontier which proved to be highly effective in driving German submarines from our coastal waters and which became the model for the anti-submarine organizations of the other sea frontiers.
