    The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Commander Frank Albin Brandley (NSN: 0-62582), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Chief of Staff for Commander Fleet Air Wing ONE, from 26 August 1943 to July 1944. During this period of intensive air operations, Commander Bradley displayed exceptional skill and exercised sound judgment in the development and supervision of the many long range strategic searches carried out by the aircraft attached to the command. Through his efficient coordination of aerial operations with our surface forces, he contributed materially to the successful attacks carried out against Japanese shipping and shore installations. His initiative, leadership and tireless devotion to duty were instrumental in the defeat of the enemy in the South Pacific and were in keeping with the highest traditions of the United States Naval Service.
