(Citation Needed) – SYNOPSIS: Commander Francis R. Walsh, Jr., United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as a project officer from August through November 1966. Commander Walsh directly supervised the preparation and implementation of the project test and evaluation effort.
