Hughes, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from July 1963 to April 1966, as Assistant Chief for Naval Reserve and Naval District Affairs, and as Senior Member, Naval Reserve Officer Mobilization Disposition Board.
