    The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant Commander Joseph Abraham Jaap, United States Navy, for extraordinary achievement while participating in aerial flight in the line of his profession on 11 February 1942, as Pilot of a U.S. Navy Patrol Plane when, at the risk of his life, the lives of his crew and possible heavy damage to his plane, he landed and took off successfully in a very rough sea. By this willingness to accept the danger and by his courage and skill he was able to rescue nine men, survivors from a torpedoed British tanker who had been adrift in a life boat for twelve days. This action undoubtedly resulted in saving the lives of these men.
