Rees, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from June 1963 to August 1966 while serving successively as Fighter Design Officer of the Bureau of Naval Weapons; Project Manager, F-11B/PHONEIX, Office of the Chief of Naval Material; and Deputy Project Manager, F-11B/PHOENIX Naval Material Command, for his exceptionally significant contributions to the development of the F-11B/PHOENIX Weapon System.
