The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain (SC) Edward F. Ney, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Officer-in-Charge of the Subsistence Division, Bureau of Supplies and Accounts, from 30 November 1940 to 15 October 1945. Skillful in resolving the complexities of his task, Captain Ney ably handled the multiple problems incident to determining the requirements and supervising the procurement of food for the United States Navy, thereby contributing directly to the high standard of Navy rationing which resulted in increased morale, comfort and well-being of officers and men.
