Fears, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer of the U.S.S. SCULPIN (SSN-590) during the summer of 1964, for his contributions to the successful completion of a complex mission of great value to the U.S. government.
