The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain (Retired) Edward Robert Anderson (NSN: 0-60114), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as ELEVENTH Naval District Public Relations Officer and Liaison Officer to the Second Military Zone of Mexico and to the Civil Government of the Northern Territory of Baja, California, during the periods 1 January 1946 to 12 February 1948 and 8 February 1949 to 12 August 1952. While charged with the conduct of ELEVENTH Naval District public relations and responsibilities for U.S. Navy liaison with Mexico, Captain Anderson displayed the highest qualities of character, initiative and intelligence together with unusual ability in planning and organization to the end that his efforts contributed exceptionally to both domestic and international good will. He was indefatigable in rendering outstanding assistance to both fleet and shore-based commands in the ELEVENTH Naval District in order that they could more effectively and efficiently disseminate information and handle their public relations problems. He demonstrated great natural ability as a diplomat in effecting and maintaining a friendly working liaison with Mexican Army and Navy officers and Mexican civil authorities, thereby gaining the confidence of these officials and winning unlimited co-operation from them in their dealings with the United States Navy. He was energetic and effective above and beyond the basic requirements of his official position in making the necessary contacts and obtaining the necessary information upon which the Navy could make sound public relations judgments in its dealing with civil authorities in the ELEVENTH Naval District and with both military and civil authorities in Mexico. By his extremely efficient performance in the public relations field and his devotion to duty, he contributed materially to the prestige of the United States Navy and the United States. Captain Anderson’s outstanding performance in accomplishing these highly important public relations and Mexican liaison duties reflects great credit upon the United States Naval Service.
