The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Cryptologic Technician First Class Frank Sampson, Jr., United States Navy, for heroic conduct on 4 December 1963 while serving on board the U.S. Naval Radio Station (R) Northwest, Chesapeake, Virginia. Responding to a fire alarm to assist in fighting a fire in an apartment adjacent to his own, Cryptologic Technician First Class Sampson, upon learning that a two-year-old boy was still in a back bedroom upstairs, gained access to the rear porch roof through another apartment and made several attempts, along with two other men, to enter the bedroom window, but was driven back repeatedly by the billowing smoke and extreme heat. Aware that time was running out, Cryptologic Technician First Class Sampson finally lunged, head first, through the window, crawled to the baby’s crib, and succeeded in removing the child to safety.
