    The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant Frank K. Ellis, United States Navy, for heroism while participating in aerial flight on the afternoon of 11 July 1962 while serving with Aircraft Ferry Squadron THIRTY-TWO (VR(F)-32), NAS, North Island, San Diego, California. Experiencing a failure of the elevator trim system of his jet aircraft while on a landing approach to NAS, Point Mugu, California, Lieutenant Ellis elected to remain with his plane long enough to avoid crashing into an on-base housing area which was situated directly in his projected flight path. Guiding his almost uncontrollable aircraft away from this populated section he finally ejected at an extremely low altitude, a moment before the plane crashed into an open field. Although sustaining serious injuries, Lieutenant Ellis, by his selfless and decisive action, undoubtedly prevented loss of life and property in the housing area.
