The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Captain (ChC) Francis L. Albert (NSN: 46273), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Fleet Chaplain on the Staff of Commander SEVENTH Fleet from January to August 1945. Throughout this period Captain Albert made sixty-six air missions to twenty-six forward areas during which time he traveled approximately 30,000 miles, dedicating thirty-eight chapels and visiting one hundred and ninety-two chaplains. In a position requiring considerable intelligence and foresight he accomplished the numerous duties coincident to his office in a highly superior manner. At all times and under all circumstances he devoted himself unselfishly to the furthering of the religious welfare of all denominations and faiths within the SEVENTH Fleet. His outstanding performance of his duties were in keeping with the highest traditions of the United States Naval Service. (Captain Albert is authorized to wear the Combat “V”.)
