The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Michael Zabel, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Assistant Director for Audit and Follow-up for Navy Reserve, Naval Inspector General Detachment 106, from December 2007 to August 2009. Captain Zabel’s outstanding leadership resulted in planning, obtaining funding for, and supporting the re-start of the Iraqi railway running from Baghdad to Doura. This resulted in removing 8 percent of the monthly sustainment trucks from the Iraqi roads, significantly reducing 300 soldiers’ exposure to improvised explosive devices. Additionally, he improved the quality of life for numerous Navy families by mentoring Individual Augmentee personnel and helping to resolve pay problems during deployment. As an expeditionary combat logistics riverine warfare expert for the United States Army, Navy and Coalition partners, he determined shortfalls in combat readiness and recommended courses of action. His initiated the proper outfitting of personnel for combat operations. Finally, he supported numerous Naval Inspector General Area Visits contributing to the improvement of Navy wide logistics issues. His superlative achievements have culminated in a distinguished career of 26 years of faithful service to his country. By his dynamic leadership, keen judgment, and loyal devotion to duty, Captain Zabel reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
