Spencer, United States Navy, was awarded the Legion of Merit with Combat “V” for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving as a Medical Officer with a Marine Medical Company, FIRST Marine Division, in Korea, from 2 August 1952 to 1 May 1953.
