    The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Chief Aviation Operations Technician Joseph M. Lipchinsky, United States Navy, for heroism at the risk of life not involving conflict with an armed enemy in attempting to rescue from drowning a 13-year-old boy who had fallen through the ice on Nonquit Pond, Tiverton, Rhode Island, on the afternoon of 25 January 1959. Hearing a cry for help coming from the direction of the pond, Chief Aviation Operations Technician Lipchinsky made his way past thickets to the pond. He attempted to throw a line to the boy. Thrown into the water when the ice gave ay, Chief Aviation Operations Technician Lipchinsky gave word of encouragement to the youth. While awaiting other p the boy soon lost his strength and slipped beneath the water. Chief Aviation Operations Technician Lipchinsky was later rescued by the local fire department.
