The President of the United States of America takes pleasure in presenting the Legion of Merit to Lieutenant, Junior Grade Richard A. Bowers (NSN: 0-533419), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving in the U.S. Naval Construction Battalion (Special) Detachment ONE from 31 March 1955 to 28 February 1957. As Construction Officer of the U.S. Naval Air Facility, McMurdo Sound from December 1955 to October 1956, and Officer-in-Charge of the United States South Pole Station from 20 November 1956 to 4 January 1957, Lieutenant, Junior Grade, Bowers consistently performed duties and exhibited nqualities fare beyond those required or expected of his rank or experience. In these capacities while serving with Operation DEEP FREEZE I in the Antarctic, Lieutenant, Junior Grade Bowers consistently carried out his responsibilities with professional skill and efficiency.
