The President of the United States of America takes pleasure in presenting the Bronze Star Medal to Colonel Mario Lapaix, United States Marine Corps, for meritorious achievement in connection with combat operations against the enemy while serving as Commanding Officer, Fourth Civil Affairs Group, II Marine Expeditionary Force (Forward), from September 2006 to March 2007 in support of Operation IRAQI FREEDOM 0t-07 and 06-08. Colonel Lapaix’s leadership and managerial abilities contributed significantly to the advancement of the economics and governance lines of operation for Multi National Forces – West and Al Anbar Province. Assembling a reinforced unit from assets throughout Marine Forces Reserve, he quickly turned the Civil Affairs Group into a well-trained unit for deployment to a combat zone. Focusing on capacity building, his guidance provided the direction that each of his detachments would pursue in the areas of governance, economic development, electrical power, communications, construction, finance, and rule of law. Under his leadership and direction, the Fourth Civil Affairs Group excelled in assisting the Al Anbar Province to advance its capacity for self-sustainment. Through his foresight, initiative and positive direction, numerous infrastructure development programs were created, implemented and successfully completed, providing increased stability to the provincial government and furthering the counterinsurgency effort of Multi National Force – West. Playing a key role in the coordination and oversight of the civil military operations for the Marines in the Al Anbar Province, his mentorship and guidance provided inspiration to the detachments of civil affairs Marines tactically deployed throughout the province. Colonel Lapaix’s dynamic direction, keen judgment, and loyal devotion to duty reflected great credit upon him and were in keeping with the highest traditions of the Marine Corps and of the United States Naval Service.
