The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Captain (Field Artillery) William F. Farley (ASN: 0-447249), United States Army, for heroism not involving actual conflict with an enemy of the United States while serving as Commanding Officer of Headquarters Battery, 212th Anti-Aircraft Artillery (Automatic Weapons) Battalion, at Seattle, Washington, during a snow storm on 19 January 1943. Captain Farley saved the life of a civilian who had fallen on grounded high voltage wired, by removing the victim from the wires, at peril of his own life, and driving him to a hospital for treatment. The exemplary courage and heroism displayed by Captain Farley reflect great credit upon himself and the United States Army.
