    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Specialist Fifth Class Theodore A. Place (ASN: RA-12492473), United States Army, for heroism at the risk of life not involving conflict with an armed enemy on 12 March 1968 while assigned to the 38th Military Police Detachment, United States Army, Hawaii. At approximately 1240 hours, Specialist Place was having lunch in his quarters at Schofield Barracks when he heard what sounded like gunshots outside the adjoining quarters. He ran outside to investigate and saw a soldier standing on the sidewalk with a .45 caliber pistol in his hand and a woman lying on the ground adjacent to the sidewalk in the parking lot. He quickly evaluated the situation and realized that as long as the man remained armed, there could be further deaths or serious injury to others. While other military personnel in the immediate area fled for cover, Specialist Place although unarmed, without hesitancy and with complete disregard for his own safety, approached the soldier, disarmed him and took him into custody in a cool and highly professional manner. The soldier, who was later charged and convicted of murder, had fired the weapon four times, each round striking the victim. The weapon had one round in the chamber and two rounds remaining in the magazine when Specialist Place disarmed the murder suspect. Specialist place, who is a clerk typist and not a trained military policeman, displayed sincere devotion to duty to the extent of risking his life to apprehend the armed and suspected murderer. His courageous deed, which is above and beyond that required for the function of his duty, is in keeping with the highest traditions of the military service and reflects great credit upon himself, Military Police Corps, and the United States Army.
