John McConnell graduated from the U.S. Military Academy at West Point, Class of 1932. From 1964 to 1965 he served as the 8th Vice Chief of Staff of the Air Force, and from 1965 to 1969 he was the 6th Chief of Staff of the Air Force. He retired in 1969 as a U.S. Air Force 4-Star General.

During a period of major advancements in the technological development of the Air Force, his foresight and leadership added materially to the preservation of aerospace power as a potent factor in the attainment of world peace. The singularly distinctive accomplishments of General McConnell culminate a long and distinguished career of more than 37 years of service to his country, and reflect the highest credit upon himself, the Armed Forces of the United States, and the United States of America.
