(Citation Needed) – SYNOPSIS: Major Robert L. Wilkie, United States Army, was awarded a Bronze Oak Leaf Cluster in lieu of a Second Award of the Soldier’s Medal for heroism at the risk of life not involving conflict with an armed enemy in the Republic of Vietnam on 21 July 1970.
