    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Private First Class Domingo Rios, United States Army, for heroism at the risk of life not involving conflict with an armed enemy as a member of the 76th Transportation Company, on the morning of 19 September 1966 near Hamburg, Germany. Private Rios was engaged in regular truck driving duties when he noticed a commercial truck loaded with high explosives afire on the side of the traffic dense autobahn. He immediately pulled his vehicle to the side of the road and rushed to render aid. The civilian driver in panic had abandoned his burning vehicle. There was no fire extinguisher in it. Without hesitation or concern for his own personal safety Private First Class Rios ran to his military vehicle, obtained a fire extinguisher and began to fight the fire. It was stubborn. The extinguisher was not sufficient to control the fire and was soon emptied. Ignoring the imminent danger of an explosion, he persevered. He again raced to his military vehicle, secured the remaining extinguisher and returned to fight the fire until he finally extinguished it. Through his quick presence of mind, ready courage, and deep concern for the welfare of others, he risked a hazardous action, and rapidly prevented an explosion that could possibly have caused loss of life including his own, and certainly extensive havoc property damage. Private First Class Rios’ heroic conduct and prompt action in this emergency situation are in the highest tradition of the United States Army and reflect great credit upon himself and the military service.
