    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Specialist Fifth Class Frederick L. Mossop, United States Army, for heroism at the risk of life not involving conflict with an armed enemy as a member of Headquarters and Headquarters Company, 1st Battalion (Mechanized), 52nd Infantry, 1st Armored Division, Fort Hood, Texas, on 18 May 1965 when a predawn flash flood struck San Antonio, Texas. Upon hearing cries for help and learning of the impending disaster to the surrounding neighborhood, Specialist Mossop quickly came out of a residence and plunged into the raging waters to assist in the rescue of endangered persons. With complete disregard for his own safety, he participated in the rescue of twenty-four persons, which included several women, many children, and one paralytic invalid. By commiserating with victims and consoling them, he also prevented widespread panic. Specialist Mossop’s prompt actions, sound judgment, and heroic conduct in this emergency situation are in the highest traditions of the United States Army and reflect great credit upon himself and the military service.
