The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to First Lieutenant (Army Intelligence and Security) Francis R. DeCaro, Jr., United States Army, for heroism at the risk of life not involving conflict with an armed enemy while serving as a member of Headquarters Troup and S-2 of the 1st Reconnaissance Squadron, 3d Armored Cavalry Regiment, on 30 October 1965 at Grafenwoehr, Germany. Lieutenant DeCaro immediately proceeded to a scene of danger when he was informed that an enlisted man was wildly firing an M-14 rifle, had already shot one man and was threatening others in a troop billet. Displaying an un-holstered and un-raised pistol at his side, and ignoring the fact that the berserk soldier had previously fired a total of eight rounds, Lieutenant DeCaro entered the building and calmly walked into the room where the enlisted man was threatening the men. Then, when he called an order to drop the weapon, the soldier quickly turned around with his loaded rifle, pointed it at Lieutenant DeCaro, and stated that he would kill a man if the officer came near him. Despite the threat to his own life and to the lives of the others in the room, Lieutenant DeCaro stood fast and repeated his order to drop the weapon. This time, the man obeyed and submitted to custody without struggle. Throughout the hazardous situation, Lieutenant DeCaro demonstrated sound judgment and complete disregard for his own safety in his effort to disarm the distraught soldier and to protect the lives of others. Lieutenant DeCaro’s determination and heroic conduct in this critical situation are in the highest traditions of the United States Army and reflect great credit upon himself and the military service. [This award supersedes the award of the Army Commendation Medal to Lieutenant DeCaro for heroism in Germany and 30 October 1965 as announced in General Orders Number 4, Headquarters, Seventh Army, dated 21 January 1966.]
