    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Private First Class Charles L. Hilley, United States Army, for heroism at the risk of life not involving conflict with an armed enemy while serving as a member of the 592nd Signal Company (Support), Berlin, Brigade, on 2 February 1965 in Berlin, Germany. Private Hilley was driving through a busy intersection when he witnessed an accident in which a German vehicle collided with a United States Army truck that burst into flames as it overturned. He immediately stopped his own vehicle, ran to the blazing Army truck, kicked out a window, pried the window frame away with his bare hands, and pulled a fellow soldier to safety. Continuing to display complete disregard for his own safety, he returned to the burning truck with a fire extinguisher and expended the contests on the flames engulfing the gas tank to prevent an explosion. Upon noticing that two injured men had been removed from the German vehicle involved in the accident, he quickly approached them and administered first aid. He then assisted in controlling a large crowd that had gathered and directed traffic until German and United States Military Police arrived on the scene. Private Hilley’s sound judgment and prompt actions, coupled with his heroic conduct in this emergency and profound concern for his fellow man, are in the highest traditions of the United States Army and reflect great credit upon himself in the military service.
