The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Colonel (Army Intelligence and Security) Richard H. Merrick, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from October 1959 to May 1965. [This award supersedes award of the Army Commendation Medal (First Oak Leaf Cluster) awarded for meritorious service from October 1959 to May 1965, as announced in General Orders Number 79, Headquarters, U.S. Army Intelligence Corps Command, Fort Holabird, Maryland 21219, dated 16 June 1965.]
