The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Major (Infantry) David Samuel Dillard, United States Army, for gallantry in action while serving as Commanding Officer of the 3d Battalion, 186th Infantry Regiment, 41st Infantry Division, in action against the enemy on Guam in the Pacific Theater of Operations, on 7 June 1944. Major Dillard personally coordinated the actions of four battalions in establishing a beachhead on Guam. Due to the failure of communications, Major Dillard took it upon himself to go personally top each battalion commander to coordinate the battalions’ position. This necessitated moving considerable distances while heavy fire was concentrated there, but he was successful in his mission. His devotion to duty and personal bravery were inspiring and the task he performed was of vital importance to the safety of the entire unit. The gallant actions and dedicated devotion to duty demonstrated by Major Dillard, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
