The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star to First Lieutenant (Field Artillery) Harold A. Clifford (ASN: 0-1176923), United States Army, for gallantry in action while serving with the 197th Field Artillery Battalion, 30th Infantry Division, in action against the enemy in Germany, on 27 March 1945. When leading elements of an attacking battalion were unable to advance due to accurate heavy enemy fire, First Lieutenant, a Forward Observer with the battalion, advised the commander of a company to place his men in covered positions while he adjusted artillery fire on the enemy positions. Despite the danger of fire falling in his area, he registered four batteries which inflicted many casualties on the enemy and forced the remainder to abandon their positions. The assault was then rapidly resumed and the objectives rapidly reached and seized. The gallant actions and dedicated devotion to duty demonstrated by First Lieutenant Clifford, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
