The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star to Brigadier General Roland Paget Shugg (ASN: 0-4476), United States Army, for while serving as Commanding Officer, Division Artillery, 3d Infantry Division, in action against an armed enemy in Korea. During the period 7 December 1950 to 24 December 1950, General Shugg, as Division Artillery Commander of the 3d Infantry Division, skillfully employed his artillery battalion in support of the covering force for the withdrawal of the 1st Marine Division and elements of the 7th Infantry Division from the Chosin Reservoir-Hagaru-Ri (Korea) areas, and subsequently in support of the covering force, against a numerically superior Chinese Communist force, for the withdrawal and evacuation of X Corps units from the Hamhung-Hungnam (Korea) beachhead. General Shugg exhibited his aggressive leadership by making frequent visits to his units, often exposing himself to heavy enemy fire, in order to coordinate most effectively the fire of his artillery units in support of the infantry. General Shugg’s untiring efforts, gallantry, and leadership capacity contributed materially to the successful completion of these withdrawals, and reflects great credit upon himself and the military service.
