The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Major (Air Corps) Richard D. Salter (ASN: 0-407124), United States Army Air Forces, for gallantry in action against the enemy while serving as Pilot of a B-26 Marauder Bomber in the ELEVENTH Air Force, during aerial operations in the Territory of Alaska, on 11 September 1943. Leading a flight of airplanes in a deck-level attack against Japanese shipping, Major Salter found himself faced with unrestricted anti-aircraft fire and fighter opposition. Nevertheless, he pressed home the attack and scored direct hits on a cargo ship which was seen to break in two. His heroic example in pressing home the attack set a high standard of determination and gallantry for his squadron. Major Salter is Missing in Action from this attack. The gallant actions and dedicated devotion to duty demonstrated by Major Salter, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army Air Forces.
