The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Major (Cavalry), [then First Lieutenant] Grover C. Richards, Jr. (ASN: 0-44139/0-357933), United States Army, for gallantry in action against the enemy on 2, 3, and 4 January 1942, at Luzon, Philippine Islands. Serving as a battalion instructor of the 21st Infantry, Philippine Army, Major Richards so conducted himself in the direction of a tank attack against the enemy that it was a complete success and warranted the approbation of his commanding general.
