The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star to Captain (Chaplain’s Corps) Arthur Edwin Mills (ASN: 0-540017), United States Army, for gallantry in action against the enemy while serving as a Chaplain with Headquarters and Headquarters Company, 1st Battalion, 8th Cavalry (Infantry) Regiment, 1st Cavalry Division, in action against the enemy near Yongdong, Korea, during heavy enemy artillery fire on 23 July 1950. During heavy enemy artillery fire in the vicinity of Yongdong, Korea, Chaplain Mills organized a small group of medical aid men and without regard for his own personal safety made several trips into the area being shelled by the enemy and personally assisted in the recovery and evacuation of the wounded. He entered the area at least three times. The gallant actions and dedicated devotion to duty demonstrated by, Chaplain Mills without regard for his own safety, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
