The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Army Distinguished Service Medal to Major General Albert Ernest Milloy (ASN: 0-420933/0-35289), United States Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Chief of Staff and Deputy Commanding General, SIXTH United States Army and as Commanding General, Army Readiness Region IX from September 1971 to August 1975. General Milloy was the driving force behind the many successes attained by SIXTH Army during these critical years and his remarkable leadership and seasoned ability stabilized its course in the face of every challenge. His untiring efforts, keen judgment and dedication to excellence served as an example, not only to the men of his command, but Army Reserves and Guardsmen throughout the five states of Region IX. He has performed an extraordinary and predominant role in the successful implementation of the STEADFAST concept within SIXTH Army, and established precedents which have shaped the course of Army-wide support for Reserve Components. His unflagging devotion to duty, consummate professionalism and years of brilliant and outstanding service are a credit to him, this command, and the United States Army.
