The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pride in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star (Posthumously) to Lieutenant Colonel (Infantry) Roy Everett Couch (ASN: 0-58351), United States Army, for gallantry in action. Lieutenant Colonel Couch distinguished himself by gallantry in action on 11 September 1969 while serving as Senior Advisor to the 9th Regiment, Army of the Republic of Vietnam. When elements of the 9th Regiment made contact with an entrenched enemy force, Colonel Couch unhesitatingly flew to the area and assessing the situation, he helped in devising and executing a two-pronged attack on the bunker complex. With complete disregard for his own safety, he joined the lead Vietnamese element, and despite the intense hail of fire, continually inspired the troops with his leadership and courage. Through his assistance, all bunkers were taken, a large and determined enemy force was defeated and numerous weapons were captured. Then, still with the lead element, he accompanied his victorious troops further north to support another unit in heavy contact. This second encounter also resulted in complete success. Lieutenant Colonel Couch’s conspicuous gallantry in action was in keeping with the highest traditions of military service and reflects great credit upon himself and the military service.
