United States Military Academy Register of Graduates(Citation Needed) – SYNOPSIS: The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Colonel (Corps of Engineers) William Loveland Rogers, United States Army, for gallantry in action while serving as Commanding Officer of the 1141st Engineer Combat Group, THIRTEENTH U.S. Army Corps, in action against the enemy in Germany, on 23 February 1945. Colonel Rogers directed the efforts of his engineer group at the Roer River crossing operations. The gallant actions and dedicated devotion to duty demonstrated by Colonel Rogers, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.

The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Brigadier General William Loveland Rogers, United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States. The singularly distinctive accomplishments of General Rogers and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Air Force as Assistant for Development Programming with the Deputy Chief of Staff, Development, Headquarters, U.S. Air Force, Washington, D.C. from 1954 to 1958. General Rogers designed streamlined administrative procedures for Air Force Ballistic Missile programs by revising the controls exercised by Headquarters U.S. Air Force over the field agencies to better manage the Research and Development program; and bringing the management of all research and development resources under the Research and Development Agencies. The singularly distinctive accomplishments of General Rogers and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Army Air Forces.
