    The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Colonel (Field Artillery) Walter Clement Stanton, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from July 1946 to February 1947. (So much of par. 1, sec. XI, General Orders 25, Department of the Army, 1947, as pertains to the award of the Army Commendation Ribbon to Colonel Stanton, for service during the same period, is rescinded.)
