The President of the United States of America, authorized by Executive Order 11046, 24 August 1962, takes pleasure in presenting the Bronze Star Medal to Major James M. Coyne, United States Army, for exceptionally meritorious achievement during the period 17 January 1991 to 2 March 1991 while performing duties as Chief of Administrative and Civil Law with Headquarters and Headquarters Company, 1st Armored Division, deployed to Southwest Asia in combat operations associated with Operation DESERT STORM. Major Coyne is commended for his role in assisting the United Nations Coalition in defeating the Iraqi forces and liberating the Republic of Kuwait from their armed aggression. His service to the country exemplifies the highest traditions of the military service and reflects great credit upon himself, the 1st Armored Division, and the United States Army.

    The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel James M. Coyne, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States during the period 30 May 2005 to 5 June 2006 as Staff Judge Advocate, Multi-National Force-Iraq, Baghdad, Iraq, during Operation IRAQI FREEDOM. Colonel Coyne’s outstanding performance of duty contributed immeasurably to Multi-National Force-Iraq’s ability to accomplish the mission during critical periods in Iraq’s history such as the Constitutional Referendum and the National Election. As the Legal Advisor to the Commanding General of Multi-National Force-Iraq, he provided timely, accurate, and sound advice necessary to make correct, strategic theater level decisions during combat operations. Colonel Coyne’s actions are in keeping with the finest traditions of military service and reflect distinct credit upon himself, the Multi-National Force-Iraq, and the United States Army.
