The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Major (Armor) Frederick Melvin Franks, Jr., United States Army, for heroism while participating in aerial flight evidenced by voluntary action above and beyond the call of duty on 15 December 1969, while serving as the S-3 of the 2d Squadron, 11th Armored Cavalry Regiment, in the Republic of Vietnam. On this date, his troop had made contact with two companies of North Vietnamese soldiers near the village of Bu Dop. Major Franks directed his craft toward the contact area while calling in additional air support and ground units. Upon arrival at the engagement his helicopter made many low-level passes to designate the enemy positions despite constant and heavy anti-aircraft fire. After air strikes and artillery were called in by him, Major Franks ordered his craft to land so that he could join the ground forces. His direction of elements in an assault upon the hostile position resulted in heavy enemy casualties and the capture of weapons and ammunition. Major Franks’ action were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
