The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Major (Infantry) William D. Leathers (ASN: 0-354121), United States Army, for gallantry in action while serving with the 148th Infantry Regiment, 37th Infantry Division, in action against the enemy at Luzon, Philippine Islands, on 7 February 1945. When an infantry regiment prepared to make an assault crossing of a river, the friendly bank was subjected to an intense enemy artillery and mortar barrage, and as the amphibious tractors started across the river the shelling increased tremendously in the embarkation point area. Major Leathers, the regimental S-3, moved to the assembly area, and in the midst of heavy hostile fire directed the movement of supplies and vehicles with remarkable efficiency. When he observed an enemy machine gun firing into the tractors as they pushed off, Major Leathers ran to an adjacent anti-tank gun, and pointed out the target to the gunner, who immediately neutralized the Japanese gun. Major Leathers’ calm efficiency and courage under fire were instrumental factors in enabling his regiment to accomplish its mission. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
