The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Captain Richard Francis Whitehead (NSN: 0-13464), United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Commander Air Support Control Units from January 1944 to April 1945. During this period Captain Whitehead pioneered the development of the use of carrier aircraft in close support of ground troops in amphibious operations. His prepared detailed plans for and directed the execution of air support operations at Iwo Jima and Okinawa Gunto. He organized and trained air support control units for the amphibious force flagships as well as supervising the training of support aircraft. His exceptional talent for organization, training and supervision of air support operations contributed in a large measure to the success of amphibious operations in the Pacific Ocean Area, and will in the future continue to contribute there to through the standard techniques and doctrines he has produced. His untiring devotion to duty, determination in the face of the enemy, and outstanding leadership throughout were in keeping with the highest traditions of the United States Naval Service.
