The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Rear Admiral Raymond Francis DuBois (NSN: 0-81139), United States Navy, for exceptionally meritorious conduct in the performance of outstanding service from 14 June 1966 to 31 August 1968, as the Deputy Naval Inspector General. During this period, Rear Admiral DuBois rendered invaluable assistance in the development and execution of the Naval Command Inspection Program which has as its prime purpose the increased readiness of the Operating Forces. Under his skillful guidance, this extremely important program has greatly enhanced the efficiency and economy of Fleet and shore-based commands. Through participation in numerous inspections and personal visits to ships and units, and drawing on his wide experience and knowledge, Rear Admiral DuBois identified existing and potential problem areas and was instrumental in correcting or preventing situations which adversely affect readiness. In addition, he directed the Department of the Navy Safety Study Group which made extensive recommendations for improvement of combat capability and safety procedures throughout the Navy. While serving as the Deputy Naval Inspector General, Rear Admiral DuBois demonstrated inspiring leadership, exceptional professional competence, sound judgment, unparalleled zeal, and an outstanding ability to analyze and solve complex problems. His distinguished performance of duty reflects great credit upon himself and the United States Naval Service.
