The President of the United States of America takes pleasure in presenting a Third Gold Star in lieu of a Fourth Award of the Legion of Merit to Rear Admiral Kevin Francis Delaney (NSN: 0-731477/1310), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Director, Shore Installation Management Division, Chief of Naval Operations (N46), Washington, D.C. from July 1994 to May 1995. Rear Admiral Delaney’s clear vision, decisive leadership, and flawless management were the principal factors in the rapid standup and formative successes of this new division. A constant and dedicated advocate for the Installation Commander, he implemented a series of initiatives to bring improved business practices and management tools to the task of the base management. His personal regard for the welfare of Navy personnel and families was evident in his unfailing pursuit of improved Quality of Life programs, including funding increases of nearly $500 million. His clearly articulated goals – consistent and integrated policy; practical management tools; adequate and rationally distributed resources; responsible, informed oversight – will guide the future of shore installation management for the foreseeable future. Rear Admiral Delaney’s superb performance, commendable innovation, and inspiring devotion to duty reflected great credit upon himself and were in keeping with the highest traditions of the United States Naval Service.
