The President of the United States of America takes pleasure in presenting the Silver Star to Commander William Kelly Carr (NSN: 0-532702), United States Navy, for conspicuous gallantry and intrepidity in action against the enemy while serving as Commanding Officer of Attack Squadron FIFTEEN (VA-15), embarked in the U.S.S. INTREPID (CVS-11). Commander Carr planned and led a 26-plane strike group against the strategic Ben Yen Nhan Army Barracks and Missile Storage Area located seven miles east of Hanoi, North Vietnam. Drawing on his broad jet attack background, exemplary qualities of leadership and immeasurable military acumen Commander Carr developed the finalized stragegem which was instrumental in the successful execution of this feat in an area defended by the most sophisticated spectrum of enemy anti-aircraft weapons. Deep penetration into this hardened hostile area with 22 A-4B/C airplanes dictated an unique tactical philosophy with a meticulously planned approach to afford the utmost protection against surface-to-air missiles, accompanying anti-aircraft fire and opposing enemy fighters. Shortly after penetrating the hostile coast, repeated warnings were received through the heavily jammed radio frequencies of the imminent approach of enemy fighters and missiles. Employing the strategy of feint and deviate, a circuitous flight route and the judicious use of evasive maneuvers, Commander Carr was able to achieve a noted degree of surprise as the strike group reached the target before the full weight of the ominous enemy defense systems could be brought to bear. With the fortress of Hanoi erupting in ground fire, and missile crossing his flight path, Commander Carr calmly and with proven professionalism adroitly executed a precisely times attack devastating the target complex with his bombs. His keen judgment and perception, inexhaustible attention to detail, inspirational leadership and outstanding aeronautical prowess resulted in the utter destruction of this vitally significant target complex. Commander Carr’s extraordinary skill, illustrious bravery and his dedication beyond the point impelled by duty upheld the highest traditions of the United States Naval Service.
